MC-Basic:axis.TORQUEERRORFILTER

Parameter used to filter the TE values:
                    TE = TE(current)*TEF + TE(previous)*(1.0-TEF)

Used to filter out torque spikes in order not to falsly trigger the torque-error collision procedures.
