Used for scaling of Motion-Bus velocity command (SERCOS: IDN37 and IND36, EtherCat: PDO 0x6081) according to:
velocity_in_motion_bus_units = velocity_per_ms* (MotionBusVelocityScale * period + MotionBusVelocityBase)
